      In order to optimize the approval process and environment of integrated medical and elderly care institutions, and further promote the development of integrated medical and elderly care, the "Notice" makes the following requirements for the approval and registration of integrated medical and elderly care institutions:

      Definition of medical and elderly care institutions:

      The medical and elderly care institutions refer to medical and health institutions or elderly care institutions that have both medical and health qualifications and elderly care service capabilities.

      Support elderly care institutions to set up medical institutions

      1. Apply for the filing system for internal clinics, etc.
 
      If an elderly care institution applies for internal clinics, health clinics (rooms), infirmaries, and nursing stations, the administrative examination and approval shall be cancelled and the filing management shall be implemented. The applicant shall file with the local county-level health administrative department. 

      2. Apply for the establishment of “two certificates in one” for second-level and lower medical institutions

      Senior care institutions apply for the establishment of secondary and lower medical institutions (excluding emergency centers, first aid stations, clinical inspection centers, Sino-foreign joint venture medical institutions, Hong Kong, Macao and Taiwan wholly-owned medical institutions), setting up approval and practice registration "two certificates in one", health and health The administrative department will no longer issue the "Approval Letter for the Establishment of Medical Institutions", and after accepting the medical institution's practice registration application, the "Medical Institution Practicing License" will be issued after publicity and verification.

       3. Apply for the establishment of a tertiary medical institution

      If an elderly care institution applies for the establishment of a three-level medical institution, it shall submit an application to the provincial or prefecture-level health and health administrative department, and the health and health administrative department shall issue the "Approval Letter for the Establishment of Medical Institutions" according to law.

After receiving the "Approval for the Establishment of Medical Institutions", the sponsor shall apply for medical institution practice registration and submit relevant materials. The health administrative department will issue a "Medical Institution Practicing License" after passing the review.

       4. Those who belong to the category of social medical services enjoy support policies

      Elderly care institutions that set up medical institutions and belong to the scope of social medical services can enjoy relevant support policies as required, and the health and health and related departments shall allocate subsidies in full and in time to implement relevant policies.

      According to relevant laws and regulations, for-profit medical institutions shall register with the market supervision department, and social forces shall register with the civil affairs department for social service organization registration.

       Support medical institutions to establish elderly care institutions

       1. No longer implement the license for establishment of elderly care institutions

      Civil affairs departments at all levels no longer implement the license for establishment of pension institutions. If a medical institution with legal person status applies for the establishment of an old-age care institution, it does not need to establish a new legal person or register with a separate legal person.

       2. Non-profit medical institutions run by the society apply for the establishment of pension institutions

       If a non-profit medical institution sponsored by a social force applies for the establishment of an old-age care institution, it shall file with the civil affairs department at or above the county level in accordance with the law, and shall apply to the civil affairs department at or above the county level in which it is registered in accordance with the law to approve the articles of association, revise the scope of business, and follow the revised articles In the business scope of the registration certificate, the expression of functions such as "elderly service" has been added.

      3. Socially-run for-profit medical institutions apply for internal pension institutions

      For-profit medical institutions run by social forces who apply for the establishment of internal elderly care institutions shall file with the civil affairs department at or above the county level in accordance with the law, and shall apply for change registration with the market supervision department at or above the county level where they are registered in accordance with the law, and add "elderly care services" to their business scope.       4. Public medical institutions apply for the establishment of pension institutions

      If a public medical institution applies for the establishment of an elderly care institution, it shall file with the civil affairs department at or above the county level in accordance with the law, and shall submit an application for adjustment of main responsibilities and registration of changes to the organization at all levels in accordance with the law.       In addition, medical institutions that meet the conditions for setting up elderly care institutions can enjoy the relevant construction subsidies, operating subsidies and other support policies and measures for the elderly care institutions. Civil affairs and relevant departments shall allocate the subsidies in full and in time to implement the relevant policies.

      Support the establishment of a new medical and elderly care institution

      For applicants who apply for the establishment of a new integrated medical and elderly care institution, that is, they apply for the establishment of a medical institution and an elderly care institution at the same time. The application must be submitted to the health, civil affairs or market supervision and management department according to the type, nature and scale of the medical and health institution and the elderly care institution. .

      Where relevant administrative departments at the same level are involved, the local government service agencies shall implement "one window" to achieve "comprehensive reception at the front desk, classified approval at the backstage, and delivery at a comprehensive window".

      If there is no government service agency, the local health administrative department and related departments shall establish a joint handling working mechanism and operation process to optimize the market access environment of the medical and elderly care institutions.

      All provinces (autonomous regions, municipalities) health administrative departments shall, in consultation with relevant departments, formulate a unified preparatory guide to provide consultation and guidance for applicants of integrated medical and elderly care institutions, and facilitate applicants to go to relevant departments for administrative licensing or registration procedures. All relevant departments should strengthen work cooperation, improve the level of information sharing, and allow the sponsor to enter only one door and run at most once.

      The combination of medical care and elderly ushered in the dividend period

      In the past two years, as my country’s aging degree has intensified, policies on the elderly have been gradually liberalized, and the potential of the elderly market has been continuously tapped. This year, the state continues to increase its support for the integration of medical care and elderly care.

     In April, the State Council issued the "Opinions of the General Office of the State Council on Promoting the Development of Elderly Care Services", which required the removal of development barriers, a sound market mechanism, and continuous improvement of the home-based, community-based, institution-based, and institutional-based elderly care service system.

It is necessary to promote cooperation between existing medical and health institutions and elderly care institutions, make use of complementary advantages, simplify the establishment of medical and elderly care institutions, and implement "one window" processing.

       On May 29, the Premier presided over an executive meeting of the State Council and proposed to relax access and guide social forces to participate in community elderly care services.

        Encourage the development of community elderly care institutions with comprehensive functions such as full care, day care, and on-site services, and give preferential policies in terms of rent, water and electricity prices. Relying on the "Internet +" to provide "a la carte" convenient elderly care services nearby, and support chain, integrated, and branded operations.
